The Catanduanes State University is a public university in the Philippines mandated to provide higher professional and technical instruction and training in business education and commerce; and for special purposes, to promote research, advance studies, and progressive leadership in the field of education, business education and commerce.

The main campus is located in Calatagan, Virac, Catanduanes, Philippines. This institution of higher learning in the province of Catanduanes is categorized as SUC Level III-A. It was established on June 19, 1971 by virtue of Republic Act 6341,authored by the Catanduanes Congressman Jose M. Alberto, which converted the Virac National Agricultural and Trade School into the Catanduanes State Colleges. On July 8, 1972, Republic Act 6590 provided for opening of additional courses at CSC. It was elevated to university status in October 2012. It is among the most prominent universities in the Bicol Region with a campus in Panganiban, a northern municipality of the province.

It is home to topnotchers in the field of Engineering, Nursing, and Education. CSU is the top-performing school in Midwifery in the country and Nursing school in Bicol Region.

The Catanduanes State University was also among the PASUC-AIM Philippines' Top 19 State Universities and Colleges in the Country with High Business Potential in Land and Equipment Assets, Human Resources, and Technological Capital. The University was also the recipient of Center of Development in Teacher Education award.

The province of Catanduanes declared the university as Provincial Institute of Agriculture.

She finished the Executive Management Program at Asian Institute of Management as recipient of the Philippine Association of State Colleges and Universities (PASUC) - Commission on Higher Education (CHED) Executive Development Program for State Universities and Colleges (SUC) Presidents. She also completed the Executive Course in Education Management and Leadership jointly implemented by the Development Academy of the Philippines (DAP) and the Commission on Higher Education, in partnership with the Philippine Association of State Universities and Colleges.

Dr. Morales built her career in the academe starting as Instructor I. Currently she holds the Professor VI academic rank, with multidisciplinary expertise both in theory and practice in aquatic sciences, biodiversity, research and development management, and educational administration. She also handled various administrative posts such as College Secretary, Officer in Charge of Research and Extension Services, Director for Research and Development Services and Vice President for Research, Extension and Production Affairs. She was also designated for several times as Officer-in-Charge of the Catanduanes State Colleges.

Her researches have likewise won numerous international, national, regional, and zonal awards, as well as fund grants such as the International Foundation for Science (IFS) in Stockholm, Sweden.

In the span of her various administrative designations, she has drafted numerous proposals, formulated manuals, guidelines, and mechanics which later served as bases and groundwork in the research, extension, production and instruction functions of the CSC.

She also spearheaded the establishment of institutional programs in research and production as well as in the conduct of feasibility studies that merited financial support from numerous funding institutions.

College of Agriculture and Fisheries

Formerly College of Agriculture, it begun its operation in 1972 when Republic Act 6590, an Act amending RA 6341, which authorizes the CSC Board of Trustees to open additional courses, was implemented. A total of 113 initial enrollees posted during the 1st semester of SY 1972-1973. In 2006, the college became an accredited member of the Association of Colleges of Agriculture in the Philippines (ACAP).

The College of Business and Accountancy, formerly the College of Business Administration was one of the pioneer colleges of the CSC during its inception in 1972. The College continues to be an active member of the Philippine Association of Collegiate School of Business (PACSB), Philippine Council of Deans and Educators in Business (PCEDEB), Association of Marketing Educators (AME), Council of Management Educators (COME), and Philippine Association of Educators in Office Administration Foundation, Inc. College of Technology

The establishment of College of Engineering diverged forth from the College of Technology (COT) which was likewise separate recommendations of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) survey visits and the CHED Evaluation Team who reviewed the application of the CSC for university status. The two teams suggested the merging of colleges that offer similar and other allied academic programs. On May 9, 2008, Dr. Asuncion V. Asetre issued Office Order No. 66, s. 2008 which calls for the merging the College of Engineering, Industrial Technology and Information and Communications Technology into College of Technology and designating Engr. Emmanuel Soriao as its dean.

History

The Catanduanes State University's beginning dates back to June 18, 1961 when Republic Act 3398, which called for the establishment of Virac National and Agricultural Trade School (VNATS), was enacted.

Ten years thereafter, Republic Act (RA) 6341, which was authored by Congressman Jose U. Alberto, converted VNATS into Catanduanes State Colleges (CSC) on June 19, 1971. CSC started functioning as an educational institution on December 1, 1971, initially offering courses such as Associate in Business Education, Associate in Commerce, Bachelor of Science in Education, and Master of Arts in Education and Master of Arts in Commerce. Additional courses were offered on July 8, 1972 by virtue of RA 6590.

In 1996, Catanduanes State Colleges conformed to Republic Act No. 8292, which provides for the uniform composition and powers of the governing boards, the manner of appointment and term of office of the president of chartered state universities and colleges, and for other purposes

On October 31, 1999 the Catanduanes Agricultural and Industrial College (CAIC) was integrated to the Catanduanes State Colleges. This is Pursuant to Special Provision No. 2 of the CHED FY 1999 Budget under the General Appropriations Act of 1999 (R.A. 8745 or the integration of CHED Supervised Institutions to State Universities and Colleges). Subsequently, by virtue of Board Resolution No. 15, s. 2003 that called for the implementation of an approved and the Revised Organizational Structure, CSC-CAIC Annex was renamed as CSC Panganiban Campus.

The past Presidents of the CSC were Mr. Pedro G. Tabuzo - 1971-1972, Dr. Jacinto A. Medallada - 1972-1986, Dr. Rodolfo V. Azanza - 1986-1990, Dr. Adolfo S. Bagadiong - 1993-2003, and Dr. Asuncion V. Asetre - 2003-2011. Meanwhile, Dr. Ernestina P. Averilla was designated by DECS Higher Education Division as CSC OIC from 1990 1992.

University Status

On July 14, 2011, Dr. Minerva I. Morales was elected as the sixth President of the Catanduanes State Colleges. When CSC was converted into a University, she was designated by CHED as Officer In-Charge from December 12, 2012 - March 24, 2013 in consonance with the provision of RA 10229. After topping the evaluation in the Search for CSU presidency, she was subsequently elected via unanimous vote by the Board of Regents as the First President of the Catanduanes State University on March 25, 2013.

The conversion of CSC into a university formally started on March 29, 2011 when House Bill No. 4170 was filed during the First Regular Session of the 15th Congress of the Philippines. This bill was principally authored by Congressman Cesar V. Sarmiento, and co-authored by Congressman Juan Edgardo M. Angara. Over a year thereafter, President Benigno S. Aquino III signed on October 19, 2012 Republic Act No. 10229 converting Catanduanes State Colleges (Virac/Main and Panganiban Campuses) into Catanduanes State University.

Facilities and Services

  • The University Multi-Purpose Gymnasium - A common venue for all sorts of activities such as athletics, socials, symposium, conferences, for and other similar activities. It can also be used by outsiders provided they comply with the requirements set forth by the school. Athletic/Sports Coordinator's Office It offers academic scholarships to deserving CSU athletes who are usually participants of various institutional, municipal, provincial, regional and national athletic competitions. The list of these scholar-athletes is prepared by the Colleges Athletic Coordinating every semester/school year. Likewise, the rules and regulations observed to enable one to benefit from this privilege is provided by the Athletic/Sports Coordinating Office (ACO).
  • Medical and Dental Clinic - It continually provide basic health services that would enlighten the school community to be responsibly healthy and supportive of government efforts to promote and maintain health and prevent and control diseases. It is also the mission of the clinic to adopt continuous review and revision of operating policies and procedures to meet relevant needs and demands. It renders routine medical and dental check-ups and primary health and dental services. It encourages awareness in the prevention and control of the spread of common epidemics and assists in the implementation of the programs of the Department of Health (DOH). Students are encouraged to seek the services of the medical and dental staff.
  • Computer Laboratory - It is one of the teaching facilities of the school to support the delivery of first-rate instruction on information technology-related courses at all academic levels. It is where all computer equipment such as computer hardware and software are maintained.
  • University Canteen - Aside from the small canteens being maintained by some colleges operated for instructional purposes, there is a big canteen run by the CSU Multipurpose Cooperative. It offers not only snacks and lunch to students and employees but also grocery items.
  • University Dormitory - It provides decent housing facilities to students who have complied with the requirements provided by the school. The dormitory is a two-story concrete building that is away from the noise and disturbances of a crowded neighborhood.
  • Human Resource Office - It is a support unit of the Financial and Administrative Services Division of the Catanduanes State University, tasked with providing assistance, making the institution a first-rate institution of higher learning by providing efficient and effective human resource management services. It shall assist in the development, formulation and execution of policies, rules and regulations in all areas of Personnel Management in accordance with law and rules of the Civil service Commission and the Department of Budget and Management, to be able to serve the faculty and employees of the institution, students and their parents, and the general public with the highest level of professionalism and integrity.
  • Basketball Covered Court - The CSU has basketball court which encourages students to have fruitful leisure time activities. This also serve as training grounds for our athletes and recreational facility for our employees.
  • Curriculum and Instructional Media Center - The Curriculum and Instructional Media Center as a support unit for instruction shall assist the colleges and departments attain quality instruction by providing leadership and professional assistance in instructional materials development and curriculum planning/improvement. It serves as a research and experimentation center and a central sources of information of existing instructional materials and equipment, institution-owned or to be obtained from outside agencies, in pursuance of teaching purpose and effective learning. It shall make accessible to faculty and students state-of-the-art instructional hardware and software. It maintains liaison service between various departments and teachers in order to maximize the use existing instructional materials. It serves its clientele with a high degree of commitment and professionalism.

  • Library Services

It caters mostly to students of the tertiary level, but it also renders service to secondary and elementary students who have their own respective mini libraries. It is open from 7:00 A.M. to 6:00 P.M., Mondays through Saturdays and on Sundays upon request of students. It is also open to researchers from other institutions/agencies.

Student Services

  • Admission and Registration - This office facilitates the admission and registration of students during the enrollment period. Other services such as the preparation and issuance of transcript of records, certifications, clearances, honorable dismissals and evaluation of student records are also undertaken by the admission and registration Office (ARO).
  • Guidance and Testing Services - This office has a wide range of services such as conducting the CSU College Entrance Examinations (CSUCET), administering English Placement Tests, academic advising and career counseling.
  • Placement and Alumni Services - This office informs student and graduates of the Colleges regarding possible employment opportunities. It keeps close contact with CSU graduates and awards annually the most outstanding alumni of the school. It also coordinates the organization of the CSU Alumni Association, the holding of jobs fair and the Special Program for Employment of Students (SPES).
  • CSU Multi-Purpose Cooperative - The CSU Multi-Purpose Cooperative provides wholesome snacks and nutritious meals to students and employees of the CSU. Catering Services are also rendered upon request. Various items are available at the canteen such as school supplies, groceries, cosmetics and other commodities.
  • Cashiering Services - Facilitates collection of school fees and release of scholarship benefits.
  • Catanduanes Internet Network (CATNET) - The Catanduanes Internet Network (CATNET) is a test-bed project under the Government Information Sharing Technology Network (GISNET) which is a program within the telecommunications component of the National Information Technology Plan (NITP) 2000. Envisioned to provide the students of Catanduanes improved access to information, the CATNET is managed and operated by the CSU. At present, CATNET serves as the laboratory of CSU Students in the Information Management and Information Technology programs. It is also open to all students conducting research works.
  • Hablon Dawani Theater - Formerly the HRD Building of the Colleges, the Hablon Theater houses the office, rehearsal area and costume storeroom of the Hablon Dawani, the Society of Performing Arts of the Catanduanes State Colleges, which has supplied the island with entertainment and cultural preservation and enrichment for the past 32 years. With a theater having at least 500-seat capacity, an elevated stage complete with lights and amenities, and a large rehearsal area for the Hablon performers, the building is also an ideal venue - aside from the University Gymnasium, to various cultural shows, seminars, forums and several related activities.
  • Speech Laboratory - The Speech Laboratory was designed to provide modern way of employing the principle of "Listen and Learn" on speech and oral communication subjects. The laboratory has a complete set of facilities which includes a Teacher Control Console and Student Booths devices equipped with communication gadgets to facilitate good and efficient communication system between the instructor and students during lecture discussions and oral communication.
  • CSU Multi-Purpose Covered Court - Situated at the back of the CSU Administration Building, the 22.8 x 26 meter and 100-seat capacity at the interior area, CSU multi-purpose covered court provides a good venue for various activities of the Colleges. It functions as basketball and volleyball courts, back to back with the CSU Gymnasium during intramurals. It is also an arena for PE classes, induction balls, election rallies, similar related activities and even graduation ceremonies.
  • Student Center - The CSU Student Center provides accommodation to the offices of the Supreme Student Council (SSC) and the Office of the Student Services, respectively. It has an outsized hall ideal for holding of meetings and other similar activities of student organizations of the Colleges and for the clearance signing of CSU students by the Office of the Student Services.
